(S.D.)-Rapid City Alderman Accused of Harassment

RAPID CITY, S.D. (AP) - Rapid City Alderman Sam Kooiker is accused of harassing a city employee by sending excessive e-mails.

Kooiker says he's just doing his job.

Kooiker says he was investigating a "serious morale problem" in the Transit Division when division manager Rich Sagen filed a formal harassment complaint.

The City Council on Feb. 16 is to consider a resolution of censure to reprimand Kooiker after a public hearing.
